Supporting a Safer Community in Richmond

In 2019, the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS Office), provided CNA with funding to develop case studies on the organizational impacts of HSGs in an effort to produce a field guide documenting promising practices. CNA will conduct case studies of two agencies already benefiting from HSGs: Richmond, Virginia, and Charlotte-Mecklenburg, North Carolina. Each case study report will explain how the HSG program started as well as examining program operations and achievements and documenting lessons learned. These reports from two exemplary programs will form the basis for Engaging Victims of Crime with Empathy and Compassion: A Field Guide for Establishing Homicide Support Groups, a field guide to support law enforcement agencies in developing a strategic approach to implementing a successful HSG program in their communities. Engaging Victims of Crime with Empathy and Compassion: A Field Guide for Establishing Homicide Support Groups will likely be available for release in the spring or summer of 2021.
(Fayetteville, North Carolina; Boston, Massachusetts; Charlotte- Mecklenburg, North Carolina; and Louisville, Kentucky) have adopted similar approaches to supporting secondary victims. Keri Richardson
Strategies for Policing Initiative

SPI supports law enforcement agencies in building evidence‑based, data‑driven law enforcement tactics and strategies that are effective, efficient, and economical. SPI represents a strategic approach that helps police agencies figure out what works in crime-prevention and crime‑reduction initiatives. SPI sites apply for grant awards through a competitive review process. Once a site receives an SPI award, the CNA team provides assistance to the SPI site as it designs and implements crime control and crime prevention strategies, and as it collects and analyzes data to devise evidence‑based solutions to target serious crime problems, such as street robberies, substance abuse, repeat violent offenders, retaliatory violence, or gun violence. CNA documents lessons learned and research-tested practices in the SPI sites to share proven policing innovations nationwide.

Racial Bias Audit Charleston SC

The City Council voted in favor of an independent audit of the CPD in November of 2017. Further adding to this urgency were the findings from the College of Charleston’s report, The State of Racial Disparities in Charleston County, South Carolina 2000-2015, which noted racial disparities and the linkage to structural racism and economic inequality. The call for an audit also stemmed from growing interest among city officials and the community to address concerns about racial bias in the CPD’s procedures and practices. Subsequently, the City Council, city officials, and community stakeholders worked together to develop a request for proposals, review the proposals, and select an independent auditor. In January 2019, the City of Charleston, through a competitive bid, selected the CNA Institute for Public Research (CNA) to conduct a racial bias audit of the CPD.
